# Pulse permissions

> See who can create, send, edit, and read a pulse, and what each role can see.

Your access to a pulse comes from your relationship to that pulse, not from your company role. Owners manage a pulse. Sharing settings decide who else can read responses.

## Compare access by role

## Who can send to whom

Anyone can select **New pulse**. Admins and HR Admins can choose any participants.

Other members can choose specific people, or a team in their visible or delegated reporting line. If they pick another audience, they see: "Only admins and HR admins can use this participant filter. Select specific employees or a team in your visible or delegated reporting structure." See [Choose participants](/features/pulse-surveys/choose-participants).

## Owners

The person who creates a pulse becomes its first owner. Owners can edit the pulse and always see all responses.

* **Edit owners** can change questions, participants, schedule, settings, and sharing. They can launch, pause, nudge, rename, duplicate, and delete. Owners added in **Settings > Owners** with **Add owner** show as **Co-Owner**.
* **Read-only owners** see all responses but can't change anything. You can add them only through Windy or MCP.

A pulse must keep at least one edit owner. See [Owners and requester](/features/pulse-surveys/owners-and-requester).

People who aren't edit owners see **Read only access** on the pulse: "You can only view responses to this pulse."

## Admins and HR Admins

Admin roles don't give access to other people's pulses. An Admin can read a pulse only as an owner, a participant, a manager with **Visible to managers** sharing, or someone the pulse is shared with. To give an Admin full access, add them as an owner.

## Delegated access

[Access delegation](/permissions-and-access) adds reporting lines to a person's view. With **Visible to managers** sharing, a delegate can read responses from those reporting lines. Delegated access never lets someone edit a pulse.

## Drafts

A pulse that hasn't launched is a draft. Only its owners can see it. Participants can't see it until it's sent.
