# Account admins and cycle admins

> Understand account admin and cycle admin access.

## Create a cycle

Workspace **Admins** and **HR Admins** can create review cycles. The creator becomes the first cycle admin.

These workspace roles do not automatically give full access to existing cycles. Access also needs a cycle-admin role or another relationship to that cycle.

## Manage a cycle

Cycle admins can read packets and progress across their cycle, manage stages and sharing, and create packet PDF exports. Their access applies only to that cycle. The [Cycle admins](/features/performance-reviews/cycle-administration#what-cycle-admins-can-do) page lists each action and the role it needs.

They can also create calibrations. To open calibration details and reviewee packets, they must be participants in that calibration.

## Protect your own review data

Cycle-admin access does not let you read private feedback about yourself. Your internal packet removes the manager review and hides peer and upward questions and answers. The same limits apply to packet PDFs and calibration packets. Insights also excludes answers about you.

After your manager review is shared, you can see its employee-visible questions through the shared packet.

## Add or remove admins

An active cycle admin can add another active workspace member from the same company. The cycle must keep at least one active cycle admin.

You cannot remove the creator or yourself through the cycle-admin settings. Removing another admin ends their ownership access without deleting the cycle or its review data.
