# Set up a calibration

> Create a calibration and select its participants and reviewees.

## Check that the cycle is ready

A cycle admin can create a calibration while the cycle still allows changes. The cycle needs at least one active primary manager review.

That review does not need to be started, scheduled, submitted, or locked. However, calibration packets show only submitted answers.

## Create the calibration

    Enter a name that identifies the group or purpose.

    Select at least one facilitator and one reviewee. Committee members are optional. You are selected as the default facilitator.

Windmill starts the first pre-read report after creating the calibration.

## Select reviewees

Choose employees with an active primary manager review in the cycle. A supplemental manager review cannot be used in its place.

A person cannot be both a reviewee and a facilitator or committee member in the same calibration. A facilitator can select **Manage reviewees** to change the reviewee list while the calibration is active. This makes the current pre-read report out of date.

## Select participant roles

Choose facilitator and committee-member roles when you create the calibration. Facilitators can change these roles in **Settings** while it is active.

The calibration must always have a facilitator. Removing a participant ends their access immediately. See [calibration roles and access](/features/calibrations/roles-and-access) for what each role can do.
